Flamingo Walkabout -- Monday, November 23rd, 5:30pm -- Pedestrian Safety Program

The Flamingo Park Neighborhood Association invites residents of the neighborhood to participate in a Walkabout the Neighborhood on this Monday, November 23, 2009, 5:00 pm, at The Seymour, 945 Pennsylvania Avenue.

The purpose of the Walkabout the Neighborhood is to gather information on How Walkable is our Community and it will cover the following questions –

Did you have room to walk?
Was it easy to cross streets?
Did drivers behave well?
Was it easy to follow safety rules – for children as well as adults?
Was your walk pleasant?

The Flamingo Park Neighborhood Association is participating in a special program including 15 communities across the country to Create Livable Communities – Safer and More Walkable. The program is sponsored by the Pedestrian and Bicycle Center at the University of North Carolina and funded by the U. S. Department of Transportation.

Upon identifying problems and issues and safety concerns information will be provided about what corrective action residents can immediately do to improve the walkability of the neighborhood. In addition we will identify what the community can collectively do over time to improve conditions.

Action Step 1 – Determine the Scale of the Issue;
Action Step 2 – Building Awareness and Community Support;
Action Step 3 – Identifying the Agency Responsible for Making Improvements;
Action Step 4 – Contact Agency Representatives and Present the Case;
Action Step 5 – Build Support for Long-Term Change

Progress on Neighborhood Capital Improvement Projects -- Stormwater Drainage, Water Distribution, Pedestrian Amenities

Over the past several weeks significant progress was made in moving forward on two aspects of the Flamingo Park N’hood CIP projects. No doubt this program will continue to require our active participation and encouragement.

I. Notably, the Flamingo Park Masterplan was approved by the Commission, capital budget funds were dedicated and staff authorized to move forward with project implementation. The Commission, the Administration and the Department merit our congratulations and appreciation, particularly led by the Project Manager Mario Gonzalez-Pola who has guided the project from initiation, through extended community engagement and brought it to Commission approval. We specifically recommend that the scope of work for the architectural planning firm, Wolfberg Alvarez, be expanded to include project development / construction documents for all required aspects of the Flamingo Park projects. At this point we believe that their additional work is limited to construction documents on the Tennis Center – as that was the initial core of the project. As the Flamingo Park projects are now expanded to include other much needed community park components, we can most efficiently proceed by moving forward expeditiously on project / construction documents for all aspects of the program.

II. With respect to the Flamingo Neighborhood CIP Infrastructure Projects – Stormwater, Water Distribution and Streetscape Improvements – significant progress was reported at the November CIP Oversight Committee meeting. The attached Project Timeline was presented; plans described for moving forward with the Citywide Stormwater masterplan with the modeling of Flamingo / Lummus / West as a first step; and moving forward in the Flamingo SouthEast Sector (7th to 9th Streets, Washington to Meridian) with storm drainage, water distribution and streetscape improvements.
