Residents of 16th Street, the surrounding neighborhood, and the entire City as well as all other stakeholders are invited to attend and participate.
The Flamingo Park Neighborhood Association will host a Community Design Workshop to focus on city plans for infrastructure and streetscape improvements for Sixteenth Street, on Saturday, October 13, 2012, 1;00 to 4:00 pm, at Hice Hall, Miami Beach Community Church, 1620 Drexel Avenue, just south of Lincoln Road. All members of the community – from the street, neighborhood, and city and other community stakeholders – are invited to attend and participate.
The City of Miami Beach Public Works and Capital Improvement Projects Departments are undertaking a major upgrade of the streetscape, storm water system, and related projects. The FPNA in partnership with these Departments and the Miami Beach CDC are reaching out for input on a broad range of issues – width of the auto travel lanes, parking lanes, green space and sidewalks, pedestrian amenities and bicycle access, and the impact upon adjacent properties and overall contribution of the initiative to the attractiveness of the street, neighborhood and City.
In announcing the Community Design Workshop, Flamingo spokesman Denis Russ said, "This is a multi-million dollar investment in our neighborhood. Everyone wants it to yield maximum benefit and value."
All residents of Sixteenth Street, the surrounding neighborhood, and the city are invited to attend and participate in the exercises and discussions that will lead to an upgraded streetscape.

The Flamingo Park Neighborhood Association announces that it will host a Community Design Workshop Meeting to consider community input regarding the design of the Sixteenth Street Improvement Program, to be held on Saturday, September 15, 2012, 10:00 am, at Hice Hall, Miami Beach Community Church, 1620 Drexel Avenue, just south of Lincoln Road.
The purpose of this Design Workshop Session is to review, discuss, and develop community consensus on the further Design Development of the 16th Street Improvement Project. Issues to be addressed include:
- Goal and Objectives of the Sixteenth Street Improvement Program
- Review of Existing 30% Plans; Review Survey of Existing Conditions
- Assure the narrowing of the street width of North / South Avenues

Commissioner Weithorn announces Budget Workshops -- second week in July.
It is my sincerely pleasure to send you summer greetings on behalf of Commissioner Deede Weithorn. As you may know, among Commissioner Weithorn’s top priorities is the municipal budget. For the past four-and-a-half years, Commissioner Weithorn has advocated that items and projects presented at Commission or Committees, which have not been budgeted for the current fiscal year, be deferred to budget season for consideration.
This year, our budget workshops for FY 2012/13 have been scheduled to take place during the second week of July. These workshops present an opportunity to analyze available monies, determine which projects will be funded, and set a tentative mileage rate for the coming fiscal year. To that end, July 9th will be Capital Day – when the Commission will consider pending and proposed capital improvement projects for budgetary allocations.
Below, please find the agenda for this year’s workshops; it is Commissioner Weithorn’s hope to have public participation.

Police Department Walkabout -- on Thurs, Jan 26th, PAL Parking Lot; FPNA Meets on Mon, Feb 6th, 5:30pm, at The Seymour
- Miami Beach Police Department – Captain’s Walkabout – Thurs, Jan 26th, 5:00 pm – PAL Parking Lot on 11th Street at Jefferson Avenue. Captain Mark Causey, other Police Department Officers, Code Enforcement Officers, and other City representatives – including Lynn Bernstein -- will lead a walkabout to identify crime prevention requirements, unsafe conditions, and other neighborhood problems that need to be addressed.

Meeting Notes
The following matter was referred to Flamingo Park Neighborhood Association by the MBCDC Community Development Corporation for action.
West Avenue Bridge. This matter was referred to Flamingo Park Neighborhood Association for action:
-- a strong endorsement of biking needs for Flamingo residents, including most importantly the use of a "sharerow" for bikes turning onto the Venetian (the primary bike path to Miami). This feature was shown as an option in the Powerpoint but is not included in the actual drawings.
-- a strong reminder that the study must take account of the possible future use of streetcars, including providing sufficient turning radius for streetcars (i.e., preserving the option of shared streetcar/car lanes going over the West Avenue bridge as per the recommended route for BayLink, which may be years away but was approved by the city and is still in the MPO's unfunded long-term plan).
At FPNA meeting immediately following, the Association adopted a position advocating the proposed position, described above.
Regular Agenda
1. Consideration of Florida No Casinos Resolution Jeff Donnelly / Adam Shedroff. After considerable discussing, it was M/S to adopt the proposed Florida No Casinos Resolution which was adopted by unanimous vote.
2. Beach Nourishment Initiative Jeff Donnelly. It was M/S and adopted by unanimous vote to advocate on behalf of no sand removal from the Lummus Park South Beach beach!
3. Property Development: Self Storage Facility, 633 Alton Road David Saxe. The project was presented, discussed and no action was taken. The group expressed appreciation for the effort of the owner / developer in sharing the project with FPNA.
4. Short Term Rental Mickey Marrero / Michael Larkin. Attorneys for one of the properties affected by the Ordinance presented an argument to modify the ordinance. No action was taken. The prevailing view was unsympathetic to any such modification.
5. Flamingo Park – Football Field Upgrade Wando Mouzon. Wanda presented the plans for Football Field upgrade and associated projects. The group favored the inclusion of an identification / entry feature in the Park wide Project to be implemented as a later stage. Discussion was introduced on the material being used for the track and a question emerged regarding the limitations or wider use of the tract. It was agreed to request a future presentation by Matti Reyes and further consideration by the group.
6. Property Management issues and concerns Rachelle Adams. Rachelle raised the issue of the conduct of Property Management Agents and condition of properties. There was general discussion. No action taken.
7. Sixteenth Street Planning Workshop Matt Lambert / Karja Hansen. Discussion regarding proposed Workshop. The consensus was to go forward with such a planning charrette reaching out to wide resident / stakeholder group.
There being no further business, the meeting was adjourned.

Crescent Heights project on Alton Road North of Fifth Street will be presented to Tuesday Morning Breakfast Club, Nov 22nd

Jonathan Carrdello, of ADD, Inc., architect for Crescent Height’s Alton Road north of 5th Street development, will be the guest seaker at the Nov. 22nd meeting of the Tuesday Morning Breakfast Club. He will be presenting the latest proposal for a possible joint venture with the city that includes a signature pedestrian bridge, much like New York’s High Line park, spanning the McArthur causeway / 5th Street entrance to the beach and connecting the project to the area south of 5th.
The pedestrian bridge, proposed to be designed by world-class designer Santiago Calatrava, is expected to become a landmark for Miami Beach.
There is no charge for attending and everyone is welcome.

The City of Miami Beach will conduct a public workshop meeting for the West Avenue Bridge Project Study.
At the workshop, the City will present potential alternatives for a low-level bridge over Collins Cana at West Avenue. The bridge concepts presented will include alternative bridge widths comprised of various lanes, sidewalks and bike lands. The NO BRIDGE alternative ill also be presented.
During the workshop, maps, drawings and other project information will be available for review and the public will have the opportunity to ask questions and provide comments to the project team.

At the last meeting of the Flamingo Park Neighborhood Association, it was agreed that we would meet on Monday, September 19th, in order to review existing plans for Phase II of the Flamingo CIP Project implementation – Sixth Street (EDAW Plans) and Sixteenth Street (PWD Plans).
It is our understanding that next steps will require
1. Engagement of appropriate design / engineering resources to develop the Design Criteria;
2. Use of the Design Criteria in the Invitation for Design / Build RFP;
3. Engagement of Design / Build Team;
4. Development and Approval of Final Design Construction Documents; and
5. Build Out of both Underground and Streetscape Improvements.
Existing Plans are a constituent part of the Basis of Design Report that has been adopted by the Commission and approved by the Historic Preservation Board and will serve as the foundation for the further development of plans. Our review is intended to ground our further review and guidance of the further development of plans.

While our agenda of matters to discuss is substantial, likely highlights will include:
1. Critique of the Phase I CIP Project
City staff provided the following response with respect to the issue raised about the absence of textured crosswalks on Pennsylvania Avenue, compared with Euclid Avenue:
A. Concrete Paver Crosswalks: During the different community design charrettes and workshops held in the planning phase of the Flamingo/Lummus Project, requests were made for the implementation of common traffic calming measures, such as special crossing treatments. The BODR recommends a variety of different traffic calming alternatives such as bulb-outs at intersections, reduction of travel lanes, the reduction of cross walk lengths, and the creation of a tighter section through the introduction of street trees. Special crossing treatments were not identified as funded improvements.
Paver crosswalks were added to Euclid Ave intersections to address pedestrian safety concerns raised by Historic Preservation Board (HPB), as a result of the implementation of the bike lanes on Euclid Ave. Bike lanes were not added at Pennsylvania Ave. or Meridian Ave.
B. East / West Crossings at Meridian Ave and 7th & 9th Streets: The Project Engineer of Record has replied to our question regarding why there are no East / West crosswalks defined at Meridian and 7th and 9th Streets:
“…prior to these improvements there were only STOP signs along 7th and 9th St.(east-west direction). Cars traveling north-south have never been required to stop at these two intersections. In order to change our design, a Pedestrian/Vehicle Traffic Study will have to be conducted and approved by Miami-Dade County Public Works Department as well the CMB PWD.”2. Preliminary Plans for Sixth and Sixteenth Streets
The plan is to move forward on Phase II of the Flamingo CIP project in the coming year. We believe that it will be undertaken by developing Design Criteria from the currently existing plans and then bidding and selection of Design / Build team to complete the plans and build the project. The areas selected for work are corridors along Sixth Street and Sixteenth Street. We hope to have an overview of the existing plans that will serve as the base documents for the Design Criteria of later bid documents and ultimately the final plans.

This project will extend a shared pedestrian / bike path along Dade Blvd and adjacent to the Collins Cana from the 17th Street bridget to Convention Center Drive. The City of Miami Beach will conduct a public kick-off meeting to discuss the initiation of the West Avenue Bridge Project Development and Environment (PD&E) Study. The meeting will take place on Tuesday, September 13, 2011, from 6 p.m. to 8 p.m. at the Miami Beach Golf Club, 2301 Alton Road, Miami Beach, Florida 33140.
